Eye Guardian

I have no idea...I don't think I'm even done with this yet. x.x And oh how I just loathe making bright colors in a picture...I've tried painting light and then using Lighten, Pin Light, Hard Light or whatever to brighten the light and make it shiny but to no avail. Bleh!
